On December 19, 1963, a disc-shaped craft hovered for 12 minutes over Offutt Air Force Base in Nebraska — home of Strategic Air Command Headquarters and the most operationally critical US military installation in terms of nuclear command and control. SAC's command post security police observed the craft at close range. Offutt's base radar tracked the contact. The SAC command post notified the SAC Commander in Chief. Offutt was not merely a base — it housed the Airborne Command Post capability that would direct nuclear operations in the event of a Soviet first strike, and its command center contained the operational plans for nuclear war. Any unidentified craft able to penetrate Offutt's airspace and hover over the command complex represented an existential security concern to the nuclear war-fighting capability. The encounter was classified at the highest available level.
