On October 26, 1958, Philip Small and Alvin Cohen were driving near Loch Raven Dam in Baltimore County, Maryland at approximately 10:30 PM when they observed a large egg-shaped object hovering 75–100 feet above the bridge ahead. The object was estimated at 100 feet long and 30 feet wide. As they attempted to approach, their car engine died and headlights went out. The object hovered silently for approximately 30–45 seconds, then emitted a brilliant white flash and shot upward at high speed with a loud roar. Immediately after departure, both men felt heat on their faces and arms. They drove to a phone and called the Ground Observer Corps, then reported to a hospital emergency room. Examining physicians documented red, inflamed skin on the men's faces and arms consistent with radiation or ultraviolet exposure. USAF personnel from the 438th Air Intelligence Service Squadron conducted the formal investigation, interviewing witnesses and examining the site and vehicle. Project Blue Book filed the case as 'Unknown.' The NICAP (National Investigations Committee on Aerial Phenomena) documented the electromagnetic effects: vehicle electrical failure on approach, restoration upon departure, consistent with multiple other recorded cases.
