On May 3, 1978, the military garrison town of Balashikha, located approximately 20 kilometers east of Moscow and home to several Soviet Army installations, was the site of a 45-minute mass observation of luminous orbs at low altitude. Soviet Army troops at the garrison, KGB security officers stationed at the facility, and civilian residents of the town simultaneously observed the orbs performing slow maneuvers before departing vertically. Given the proximity to Moscow and to strategically sensitive Soviet defense infrastructure, KGB security filed a classified report. The Soviet Army garrison command filed an incident report through military channels. The Soviet Academy of Sciences UAP Commission, operating under a directive from the Soviet government to study anomalous aerial phenomena affecting military installations, added the Balashikha case to its Moscow Oblast priority database. The close proximity to the Soviet capital and its strategic concentration of defense facilities made incidents in the Moscow region among the highest-sensitivity cases in the Soviet UAP classification system.
